Andy Burnham gave his first large speech since returning from Westminster on Monday. He announced a plan to create a “Number 10 North” in Manchester, moving key ministries out of London. The proposal includes sweeping devolution measures that would give regions greater control over health, transport and education.
Burnham stated the reforms put him on track to become the United Kingdom’s next prime minister. He promised one shift in governance that would reshape authority structures across that country and accelerate investment in the north.
